European Commission President Ursula von der Leyen has confirmed that the EU has prepared countermeasures in response to U.S. President Donald Trump’s announcement of 30% tariffs on imports from the EU and Mexico, set to take effect on August 1.

However, she emphasized that Brussels will not act unilaterally while there remains a window for negotiation.

“We have been preparing from the very beginning and are ready to respond if needed,” von der Leyen told journalists in Brussels. “But we prefer a mutually agreed solution. That remains our position.”

The European Union has received a formal letter from Washington listing the U.S. trade measures that will come into force if no deal is reached.

In response, the EU will continue to suspend its own planned countermeasures until the start of August but is also finalizing further retaliatory options in case talks fail.

Previously, the EU had proposed a universal 10% tariff on its exports to the U.S., with exemptions for certain sectors, but Trump rejected the offer.

Dutch Prime Minister Mark Rutte criticized Trump’s tariff move as “the wrong path” and pledged political support to EU leadership in the ongoing negotiations.
